I think that it's possible to change this, but the conversation needs to be
gotten out of a mailing list and into an echo where a lot more people have
access and it can be discussed.

I see this as a network-wide echomail problem that is having an affect on
the transporting of echomail in ZOne One (and, other zones) and therefore it
falls under the purview of the Zone One Echo Co-cordinator ( and any other
Zone Echo Co-Ordinators [if there are any!]) to try to get a solution worked
out.
